My understanding of it was that you could put any non-restricted pieces of jewelry in slots 3 and 4, it was just that they wanted to limit players to only 1 PvE set gem and 1 PvP set gem, as they are more powerful than the regular stuff. Gunbad is located in Badlands (or using a Scroll bought from Guild Halls) for both realms that is available starting at 31 (it’s a level 40 dungeon)...
