SL/CH M2 got changed because one could buffer the stacks for a scenario pop.
Considering all CDs are refreshed upon joining/leaving a scenario, a pre-bufferefld M1/M2 could indeed be rather nasty.

I dunno whether the above considerations edge more towards bugs/exploits than straight up balance, but you get the point.
All things considered - the above aside - I'd have to agree with those that deem the issue irrelevant.
M1 absorb is a bad-bait outside of roaming ~ compare it to the no-CD Pounce iteration from Live (i.e.: 24/7 AP-starved, bad and pouncy pointy-ears); if you pop/run the M1 absorb you are pugging, solo roaming or forgot to swap morales in 9/10 cases... as quite literally all morales - but maybe the shite dps ones - are more valuable especially M2 (in conjunction with morale pump).

So meh.
