T1 problem

Hi - this isn't a bug, nor a problem.

This is essentially in the game to stop those who aren't within the T1 level bracket from going into T1 and just destroying the map. The reason this doesn't happen for T2 / T3 is because everything from 16-40 is deemed as T4 and there is a bolster in place to support fair fights.
