Crowd Control = 1 Cooldown

Considering there is already heal debuff, armor debuff, debuff this and that; all Crowd Control effects should be 1 cooldown. Which encourages more strategic planning to take down a target, versus stun for 5 second, followed up by root for 5 seconds.

That specific case is 10 seconds worth of immobilizing effects. The change makes smaller groups viable and allows 6 man's to coordinate their attacks without always just playing the straight meta.
