[BO] T'ree Hit Combo

BO and SM had unique traits. 2h/SnB crossover.
like any other tanks, they have traditional characteristic of tank( SnB ) and dps( 2h )
plus
SM can go super defensive with 2h. competing tank role as 2h.
BO could go super offensive with SnB. competed dps tank role as SnB.
it's not possible any more for BO.

IMO, reason is this.
block was simply too strong defensive tool for dps to have,
to dps who have 10% block tactic and 50% block buff skill.

more proof that SnB dps BO was OP.
WoDS and CHM can negate each other.
spec requirement for CHM is still valid cuz it's block.
BO get parry, dodge, disrupt chance after block.

without WoDS and CHM
SnB dps BO still got shield advantage. block + HtL.
with WoDS and CHM
it buffed above advantage.
more so on BO. cuz it's block.
block was the problem.

so SnB dps had to go.
but it removed unique feature of SM/BO mirror, 2h/SnB crossover.
i suggest bring this mirror back with some fix.

1. remove T'ree Hit Combo 2h restriction.

2. reduce block chance.
there are mandatory dps tactic. give them -x% block penalty.
Gork Smash! : - 10~15 %
Stab You Gooder : - 5~10 %
You Wot? : don't give block bonus. only parry, dodge, disrupt.

BO can reach 25~35% block from RR skill, gear and block tactic.
75~85% with CHM.
if he want to go SnB dps, it should be reduced a lot.
to match dps SM WoDS, 5~10% block + CHM seems reasonalbe.
