[Chosen] *PROPOSAL* Rending Blade + Critical Strikes

Greetings,

Proposal: Modify <Rending Blade> double its base damage.

Current Base Damage: 134
Proposed Base Damage 238 (Still 30% lower than live)

Justification: The ability was meant to spread the Chosen's signature tactic, Critical Strikes (on crit, target's damage output is reduced by X%). With the removal of Chosen's signature ability - Critical Strikes tactic, the ability only remains as an non-defend-able low damage AoE. The original tactic/ability had benefits outside of PVP as well. In PVE it was used to control adds and lower boss damage, all of which are better represented on Order in terms of utility.

Alternate Proposal: Return the tactic, Critical Strikes and balance it to the KOTBS ability (-X% defense) by making it a -10% damage output debuff on critically hit targets. The will provide an ancillary benefit in reducing the power creep with the later sets.
