[RP] - Master Rune of Speed AP adjustment

Hi, I play RP mostly and from live. RR 76.
Just a suggestion, but it seems like some cases there seems to be too low AP requirements for certain builds.

Master Rune of Speed, AP requirement of 35 seems low as this is a group buff which can be pretty powerful, and it's also instant.

It doesn't seem appropriate IMO that I can give a good speed boost to myself and group and continue my rotations (which is usually group heal), pretty much without any change or needing POT. Now I do have +7 AP bonus from gear but I don't think that is entirely the point.
