So say a few parties of players on the overpopulated side flows over to a empty instance, what would one have to do to recieve carrot and or be able to join a more populated 1 to take part in the siege? Sitting in a empty instance through lottery sounds unpleasant.

Nothing, we don't reward people for playing pve in rvr when opposing players are not around.

Can it be done like scenarios filling the slots? At least that way you are assured that, if you are inside, you gonna get some kind of reward for your time spent in the instance.

I can accept dimishing crests and even 0 chance for a bag cause of low enemy presence, and I share your point there, but from that to entirely get nothing for it there is quite a difference.

I don't want empty instances, but I want even less random locks, cause once you enter in an instance is hard to move to other, and will be even harder if we have to search around for an instance with enemies.

what if losing side log out or go out from city siege instance? the winnign side got not rewards coz losing dodgers go out?

If they do they don't get any rewards too, so good riddance to them.
