In order to obtain Sov, it's RR based. for you to actually equip the warlord/sov pieces you need to have unlocked the full invader Tome unlock

Just like pve sets have a requirement of you need the lower tier sets to equip the higher dungeon sets, but you can still enter and go farm the gear with no restriction.

You don't get royal crests until rr70+
You can't equip sov/warlord gear until you have the invader tome unlock, which is full invader apart from the jewel. So 177 invader medals in total.
