Currently main profit of shield BG is mid path spec similar to this:

Last 2 tactics are optional. You could run Mind Killer for outgoing heal debuff or m4 Khaine's Warding (very good wb scale funnel situations def morale, rare case where class m4 can surpass profits of archetype m4 Immaculate Defense).
From optional tactics:
- Terrifying Foe - good if you heavily stack toughness
- Endless Pursuit - high mobility in big fights as theres always some Rain of Fire to disrupt and boost your movement
- Unstoppable Juggernaut - shorter cd on your snare immunity
- Efficient Slaughter - helps with hate managment, usually not an issue in big scale fights
- Malekith's Bulwark - good anti magic sustain but at a cost of heal gain
- Dark Blessing - bit more heal gain, usually not worth it
From rr you can go full Futile Strikes (less to be crit, works very well with Force of Fury/Crush The Weak) or Trivial Blows for less crit dmg taken. Max out block. Remaining points can go into Quick Escape (particulary good if already running Endless Pursuit/Unstoppable Juggernaut) and dodge/disrupt/parry.
As a fresh character you want to rush towards mid path both defence tactics, block channel and aoe snare. Quick profit to your survival allowing you to sustain with less healer focus and get your debuff/cc game going. From rr prioritize FS to reduce your chance to be crit to lvl 3 and afterwards get your defences up.
Gear wise anything with good wounds/ini/toughness and defence bonuses is your priority. When you hit lvl 40 Vale Walker set from Hunter's Vale dungeon is a great entry set to T4. Best weapons during leveling will come from pvp vendors, with good bonuses to defences and anti crit.
