The Triumphant proc is still the best possible thing to run. What are you gaining when you lose it? Even if it's only 25-40% uptime now.

Thorough Guide! You could also talk about how Decimator / Braggart belt has crit, which some people may prefer over a few more stats, or how Empire v Chaos tier 2 Influence has a level 27 belt with great stats and crit.

You would be surprised at how relevant of a metric 6v6 is for overall Balance. It doesn't always apply to the entire game but the parity can be shocking. Quite a few people play Ranked because they enjoy it, a lot of the people on the leaderboards don't need the ring or insignias. It's a fun and very challenging game mode. There is no snapshotting in the game. There once was, but now: not.
That means every tick of ID on every target will check if your position relative to the target hit is a 1 or 0 for Flanking.

Additive damage!
Slayer/Choppa 100% [base] + 50% [rage] + 5% [bloodlord] = 155% damage.
155 + 15% [Flanking] = 170%.
170/155 [comparing the difference in new vs old] = 1.097
Flanking therefore gives 9.7% MORE damage to a red Choppa with Bloodlord.

I highly doubt it. The raw damage gained from Smoldering is quite poor next to most other Tactic options. Keen is technically a decent dps increase because you spend less globals dotting and more doing damage but there are few realistic scenarios where that's actually true, maybe in a fort defense.
