This is what I've found so far. I only crash when in range of an RVR objective. This can be in an active zone or an inactive zone (discovered this when trying to turn in a completed quest in Reikland).

Same issue here. I'm in KV and I crash before I can scroll to the guild hall. So 8 seconds from login.

Server needs more yes. We have to ask how many have left due to inactivity at lower zones and they are not enjoying it? Also, I see hundreds of players in T4 at times. If we lost 2, 3, or 4 groups to a lower tier to help T4 would that help or make things worse? I don't know. I would like to think so...
