I have no opinion on Options 1 and 3. Option 2, however, would prevent players from receiving or turning in the keep defense kill quest. Depending on what you mean for Option 3's "untargetable" this may also be a problem.

I'm perplexed by the Chosen tactic change. It seems that a reverse Dirty Tricks would have filled the role without all the hubbub (i.e., on block debuff the attacker's crit by 5%). On paper, at least, seems more balanced, still very valuable, and in-keeping with the chosen's role as a debuffer.

Not sure how fort changes will effect either side, as the percentage differential is the same... the more defenders there are, the more aoes are stacked at the door. there's only so many you can push through the door, and they get picked off by the aoe more easily that way.
