How does Rune of Breaking work? Does it convert talisman power as well? Or could I just respec points and renown and keep the same gear from healing? What would be bis for aoe dps spec?

Is there a way to keep my unit frames from enemy? I tried just dragging in my old enemy folder into addins but it messed everything up.

I'm curious about the proc listed on the Fortress weapon for WL. The tooltip says 'lower incoming healing on target by 25' Does this mean 25% healing reduction or is it just 25 less..
