DPS shaman has the burst advantage, while DPS AM has the better sustained/DoT damage. This is a myth, the burst from both classes comes from dot/debuff setup followed by nuke and their respective channeled spells (using the 50% tick/duration reduction tactic). I can explain you why. Those +3 ap, albeit worthless for heal wp, is worth 1,5%crit. Therefore you gain 1% -crit and some leftover stats on rr45 weapon. Working as intended.

RR39 always had 2% Crit, nothing changed in that regard.
Like I wrote before, the stats on rr45 weapon were changed, in particular the +power stat.

Looks nice overall, if anything I would change the Boost 2 proc bonus to just +5% crit on healer & melee healer sets as they will be a bit short on base crit otherwise. Will the cloak take special talismans like the sentinel ring? If so, will they be the same type, so you can get sentinel talis fro...

The only thing changed was RR45 DPS, the stats on rr39 and 45 haven't changed, to my knowledge, in the past 3+ years. I didn't stat the blue weapons, just the purple ones and from what I'm looking at there is a perfect progression pattern for where the weapons are, at 39, 45 and then a jump to reno...
