I think your proposition is too much but in my opinion sc shouldn't start without atleast 1 proper healer on each side.

I play massive amount of discordant and never seen anyone constantly afk farm. There are people like dotmaker, who go afk after first lost teamfight and type surrender and pople like bowba, who afk at the start and join the fight only if your team is winning. Best solution - just ignore them and try...
