To OP Hate to break the news to you, the majority of players just want to have fun, and not be responsible for YOU to have a good city experience. Also, 99% of the time pugs will always be matched against premades. It is like that is sc's as well. Getting rid of solo Q will not help anything at all...

PS. Cities are played for large crest rewards. That's it. There is no reason to make it more complex.
