The current "Pugs vs 6 man premades" paradigm is just bad and should not exist if devs wish any good to their own server. In my mind it's just a horrendous concept.

Totally agree with your proposal, I'm not very happy with the current pace of combat (it's not bad, but somewhat clunky), but removing potions and morale abilities off GCD may help to make combat a little bit more dynamic and enjoyable.
