Answer is neither. Use Rydiak's spreadsheet. Getstats doesn't always show all of the modifiers for individual abilities, some tactics, and does not show avoidance of one player versus your own. this goes for everything:

-hold cc+burst until your enemies defensive morales/abilities expire.
-check if you are detaunted/bellowed/challanged before cc+burst.
-learn how to detaunt.

old healing shaman =! current healing shaman

you mostly going to play with wrong spec/setup if you rely on ancient guide videos.
