We can talk about balance, tactics, etc a lot, but there's 2 main issues, both outlined here a lot of time. Main reason - typical destro PuG is a bad melee train, while typical order pug is equally bad engie wall.

Well, DPS RP (same with DPS Zeal) was killed as a collateral damage with DPS DoK nerf. Before the Nerf they were a source of AoE healdebuff and justified 1 spot in premade WB.
