Personal opinion that DE racial tactics need change- my DE toons are the only one where I'm not using at least one racial tactic, while on chosen for example I'm using two.

Maybe change Bathing in Blood into lifetap proc.

Rdps have -%to be disrupted on their gear, am has extra 10% from tactic. Unless you have access to htl, DD is very overrated.

Backlash works on all who hit the chosen- as in mass rvr situations, it runs in the same time on lot and lot of engies/bws who are happily spamming aoe. While checking tactics- I wonder why I never see any rSWs using it. In theory, while calculating numbers and especially when combined with Skirmish stance for aa on the move, it should add lot of dmg. Most players have at min 50% resists to spirit due to AM dmg being spirit. The other problem is the internal cooldown of the tactic at 5 seconds on top of the low proc chance.
