There is no impact, before rr80.
After this (on live) you got "1 rank" per 4 renown ranks. (basically as if you were 1 level higher)

Iirc all % increases were added at the end, after all static increases. Thus it should increase your final toughness (including armor and most likely pots and buffs). But probably not change every time your toughness changes, only when you (re)apply the % buff itself. This is pure speculation, based...

that's right as already written above if you try to heal a grp alone as melee healer vs a grp of range kiters ... you will probalby loose. I don't see a problem with that. Don't need to be the swiss army knife (Eierlegende Wollmilchsau~ Egg laying wool milk pig). you dont need to be solo to loose.....

I created a new character (DoK), and after some time (about a day) went to the Auctioneer.
There was a running auction with 3x +16 Balistic Skill talismans for 7g running.
I never created this auction nor the talismans. I don't even have the trading skill to do so.
