Ior because the realm for ever is stuck in internal imbalance on the archtypes (too much dps, and especially rdps) who knows. But LOTD and weekly fort caps are showing this statistic pretty danm well. ... Devs/ balance teams really need to take a good look at Order tanks, make them more attractive ...
