I prefer the simple change that made WL AOE good in warbands (cap increase on Whirling Axe and Slashing Blade w/ Tearing Blade) Definitely make sure you add more AOE from lions to RVR. It'll help fort pushes tremendously. How about widening the fort/keep doors before you blow everyone up with more ...
