For solo dps? Worst I would say is slayer / choppa, magus / engy, could argue WL and range squig is worse at solo also. And all of em are better ane spec of sw... I dont think the shield buffs were necessary tbh. I play melee dok and specced it shield for a bit and was pretty ez in ranked solo.

Generally speaking when it comes to range there's not a good reason to play one over BW. You play with 3 tactics just in order to play at range. You could give SW 5 tactics tbh and would still do worse dmg than BW. I don't think anyone wants BW level of dmg but there should be some other reasons to ...
