You can't .respec if you haven't specced in the first place. Go to IC or Altdorf and talk directly to a trainer for the skill you want, and see what happens.

You could do a lot worse than a BO for your first character. If you are enjoying the play style, then keep at it.

This is a known bug. Exit the game, then re-launch. It happens to every new player, but only once. Re-starting the game will fix this for you. (Note: you have to completely exit the client - not just log out of one character.)

For a S&B tank, any combination of Wounds, Toughness, Armor, or Initiative talismans will work fine. If you aren't R40 yet, and you are grinding solo, you may want to pick up a 2H sword and some cheap strength talis to speed things up for those times between scenarios and RvR.
