Limit the initiative debuff to 50 to bring it in line with other initiative debuffs or limit the increase in chance to be crit to smth static like 5-10% - that would still resemble a significant risk/reward situation and work towards normalizing numbers across the board.

Mhm, how about a percentage based AP drain? It wouldn't necessarily hurt the effectiveness, encourage if not force intelligent use and make it impossible to completly shutdown players. E: Maybe bind the tick intervalls and the amount drained to the percentage of AP left. Lets say its getting worked ...
