You don't need to cleanse anything in BB/BE if you overgear it enough like these guys.

People play the content they enjoy. Some just log on to do city because they find orvr boring (or are a bit burnt out on it). Some are on alts in lower tiers and swap back on their mains for city. I've noticed that sometimes the SC targets don't update immediately. Have you tried doing a /reloadui? That usually updates missing progress for me.

Quite literally. With an afk defensive sov kotbs vs me as an offensive sov sorc on live, without a healer I would kill myself from backlash and thorns before I could kill the kotbs, while the kotbs heals from their passive hp/4s.

For suggestion 3, I would put in a restriction on not being able to use talismans in gear at level 15, similar to when we had debolstering. Being able to deck out a lvl 15 char in +14 talis is not OK when you can stay in t1 forever.
