Size scaling isn't dynamic. There's only pre-set sizes, like Choppa/Slayer Rage and Champion Status.

There's no comparison between Barrage and Wave of Terror. Wave of terror + cd reducer in 10s = 450 morale drained Barrage + Cd reducer in VoN in 10s = 1500 morale drained.
