Good, the Discussion might end in the next few days.

As some have stated Solution 1 should be good in a group enviroment. A place where you rely on your partymembers to feed you some APs to let it comming.
Yes, Engi has some other 1 sec casts like Flame Bomb in Grenadier, but most ST builds are Riflemans. And thus would benefit from a tactic for Gunblast. And the Tactic is in the Rifle Tree so should buff something there. Be it Hipshot or Gunblast.

The Hipshot tactic is near worthless as it is a tiny knockback that provides immunity. Waaaaay back in the day, on Live, it was useful when you could use 2 knockbacks...but not since.

That being said, I don't think that this proposal accomplishes much in making the tactic useful.

Comparing it to the magus tactic is not much of an argument imo. Making that tactic worthwhile requires several tactic spots (CD reducer, crit damage boost, attack 2 targets) which could be used for far better abilities.

CD Reducer: Great for a solo roaming spec since it is instant damage.
Crit Damage Boost: This tactic is good in many builds.
Hitting 2 Targets: This isn't really worthwhile, even in the terrible heal spec. It just doesn't provide enough OOMPH to replace far better tactics.

1 sec gunblast is something that can actually be used right now with the rare fortune set proc. So many of the issues of the proposed tactic can already be felt. It is an AP hog of a spec, much worse than firebomb, and mirroring the SH / SW tactic would increase the AP cost even more. Which means running an AP tactic is a must for a workable build, but engi AP tactics are a bit lackluster, even extra ammo barely makes a dent, and looking at the tactics you would need to give up to balance everything out, often you are better off trading those tactics for hollowpoints, and coordinated fire to gain nearly the same damage output.

The cooldown reduce is more more viable in the sense that it fills the niche of more mobile dps and keeps the tactic working on the original ability it was aimed at. But if that alone is felt to be lackluster it could be further expanded as well. As some have pointed out many maguses feel that the tactic is rather lame, but engi does have autoattack, and time stamping hipshot with autoattack is an effective way of making spike that magus does not have access too.

Our ultimate goal is to make every tactic and ability viable in some fashion. The highest priority right now are underperforming, high investments in the trees (9pt, 11pt, 13pt). Given Rifleman recently got a viable 13pter, Rifleman has a pretty good build path and spec; since this is a 3pt tactic in an OK tree, even if it's not used, there are other, higher priorities. Rejecting.
