It was. Where is the "change" in this skill?

It was, but was shown in the skilltree for some reason. I would assume the only fix here is to remove it from showing up there.

At 11pt Vaul, but I believe there is an added cooldown on the ability with tactic slotted

- Rebuilt Dampening Talon to Blinding Strike - Dazzling Strike will now reduce the target's chance to Block and Parry by 10%. Moved to Hoeth 11pt tactic in place of Blessing of Heaven.
- Tactic Blessing of Heaven is now the Hoeth 3pt tactic.
- Tactic Bolstering Enchantments is now core
- Vaul's Buffer is now core

This pleases me.

- Rebuilt Forceful Shock to Dragon's Breath - Dragon's Talon will knock back players and knock down monsters. Moved to Vaul 11pt tactic in place of Vaul's Buffer.

This GREATLY pleases me.

SM changes freed up 2 mastery points for bubble spec, awesome

You wot seems bugged.
1: armour component buff at random sometimes u get 50% others 10% others nada .
2: same for resits sometimes u get it others dont.
3: 25% to defenses upgrade dont show on tooltipts or .getstats .
4: the dmg buff seems dont work im gettin same dmg with it or without it on npcs and pcs , from what i can see .
edit.
5: have died now 3 times because the -25% hps kicked while the buff was active.
6- further test needed but seems silences affect the skill. was about to use it on a bw when he hit me with choking smoke and it greyed out.
and a final question since im not being able to test this very well. do it works with taunt for dmg stacking, and it do benefeit from stab you gooder at all?.

Shouldn,t it be block/parry/dodge/disrupt x 1,25 in getstats?
Cause of 25% defences?
