Taxes do work, yes.

For guild cloak, get someone of your guild to port or relogg while you stay where you are, he will not be able to see the emblem on your cloak.

What about the guild banner? do other peeps just see the usual black with 3 vertical symbols?

This is recent. I had been using one on my sorc a few weeks back, but there was a slight issue, as I only ever bought one which was re-usable at that time

Now, they don't work, even with a stack.
