Malus was meant to be the final stage of the High Elf Chapter 21 Hard PQ but didnt pass GW approval. There were plenty of others modelled and designed as part of pqs. Those didn't get gw approval as being too easy or low level and were replaced by other named heros.

I don't know if it's in the files (and I can't remember how far along each were), but I remember the old community manager on the official forums posted some stuff about the other capitals. Some were bare model jobs (Karak Eight Peaks, I'm pretty sure), others had some textures. I don't think either of the Elf cities were even started, but eh.
