Would this cause any sort of imbalance? Let's say an accessory that has no stats but it gives +1 mastery points by itself.
Or would it have to exist in a different form (such as being a set bonus) to be balanced?
It's weird because you only see this in low level gear, but not in high level.

Its something that can cause imbalnces but more importantly that code is terrible and not up for revisit anytime soon as its not a priority. And as long as that code is not fixed then there will be absolutly no gear with such a stat

An rr70 player with gear relevant to their level with an extra mastery point could would to do overly potent builds. Even if Nath could, I wouldn't advocate for it at all, as the lower level stuff is a really just a stop-gap to help lower players not get obliterated.
