It shouldn't be a ... every time a city pops you get a sov. Make it like the zone contribution bags but aggregated across all zones leading to the city and have it drop like 6 sov for a gold. Because at this point the city loggers are the leaches.

Campaign Rewards (where campaign is t2-city cycle)
1. The Campaign will act as a giant PQ; one for Order and one for Destro with separate rewards
2. Contribution will be an aggregate of all individual zones aggregated
3. The PQ will be considered finished once the city has finished
4. The RvR bonus roll will not be used up here
5. The rewards will be 1/2/3/4/5 at the player's current medallion grind (to be balanced)
6. The number of bags awarded should scale to the number of players with contribution (25-50% of people get bags) and should be scaled back for abnormally short campaigns
