I hate to say it, but we've now had several discussions asking for exactly this. I doubt there is a fair solution that satisfies both those who have endured and fought in truly competitive ranked seasons and those who simply aren't interested in small-scale competitive PvP.
Generally, it's no longer gated behind competitive content (as it used to be ranked/granked exclusive), and it has never been easier to farm Triumphant Tokens for those willing to group up and fight. However, the current situation is quite rough—there aren’t many teams to compete against, and veterans tend to dominate inexperienced small-scale players. The fact that a majority avoids granked for this very reason creates a vicious cycle: without balanced teams to fight, participation remains low, and with low participation, the chances of facing veterans and walking away empty-handed are quite high. Additionally, the current experience disparity in the game is significant, making competitive content especially difficult to engage in.
From the perspective of the game's overall health, another question also arises (at least for me): Why make the "final grind" less demanding when some players simply stop playing after reaching BiS?
For me, the only viable solution right now seems to be integrating ranked play into normal scenarios—specifically, introducing a single queue button for premades. This way, if you form a premade, you're more likely to face another premade in a 6v6 scenario.
Additionally, implementing an MMR system behind this would prevent veterans from endlessly farming inexperienced groups. I believe this approach would naturally improve the overall quality of small-scale PvP, as players would gradually adapt to the competitive environment rather than being overwhelmed from the start.
It would also address many of the current issues with scenarios—where premades are not actually facing other premades but instead farming pugs for hours on end.
