But I think the light texture of the main color part(ork pattern area) is not that good.

If paint anything other than white here, it will feel awkward (like rubber)

Is the cloak dyeable if you use the dye all trick?

Take off all your gear except the cloak and go to a vendor with the dye option. Select 'dye all' and see if it will take a different color.
