I've been hit recently for the 4k cap but my shammy was lvl 35 and the SW was 40/X. On a lvl 40 toon my largest hit was 3k on 40/48 SH. It's one of those LOL skills that does actually take ideal conditions and a decent amount of set-up. The real issue is the reliance on unshakable focus for bursting (SH too).
