That's strange. Have you checked permissions for those addons? like the ugo mask and user:group
The permissions seem to be the same for all addons, 644 for files and 755 for folders. I basically just downloaded them from Idrinth's Tools and unpacked in AddOns folder.
I use Viny which has those addons and I can see them enabled, have you tried deleting the cache folder and/or repairing the game?

1) rename data.myp to something else, data.myp.old e.g.
2) delete cache folder
3) run the launcher, on the nut thingy it should show up "repair" along with 32/64 bits version (the language should not appear)

try renaming vo_english.myp, let me know

Do you have two folders e.g. Enemy and enemy? the app could be confused.

Try switching to windows 7 from winecfg instead of 10.
also i would suggest using older wine. 6.3+ have loads of weird issues right now
