As far as I am aware, percentage armor penetration buffs/debuffs are additive onto the value obtained from Weapon Skill. For example, if you have 20% penetration from Weapon Skill and 25% from abilities/gear, you would have 45% total armor penetration.

Edit, multiplicative reduction makes more sense. See formula below.

it's a tactic so it stack with armor penetration.

Finally the useless WP/DoK Beastlord sets got changed to something useful.

And it was done right! Most items and the early set bonuses are useful for all melee specs. Only the late set bonuses (5pc and 6pc somewhat) are specific for 1h+buckler melee heal build. Only one armor piece has a build-specific stat on it (breast has 3% block).

I ran a lot of tests about a year ago with piercing bite and the most accurate formula I got was basically like this:

[<Ability Damage> - <Thoughness>/5*<DPS Scaler>] * {1 - [ (<Armor>-<Armor Debuff>) * (1-<Weapon Skill>/1050*0,75+<Reduced Armor Pen>) * (1-<Armor Penetration Tactic>)]/660*0,15}

Which make sense because if it stacked as you suggested than marauders would only need about 700 WS and would have 100% armor pen on basically every skill.

Assuming the above mentioned formula is true than the obvious problem is that any kind of armor piercing tactic gives you diminishing returns on your armor piercing gain from WS. Its not a big problem for marauder since 50% from piercing bite is plenty so they dont need to invest in WS at all and just stack def stats. For slayers/choppas its a bit of an issue though.

For example assuming you run 700 WS than the mini-tactic on invader would only add an additional 10% amor piercing effectively instead of 20% it says it does.

Does this apply to auto attacks too? Or just abilities
