From what I understand, and going back to the discussion about roadmap for balance earlier in this thread. The devs just kind of make class changes not really based on anything on a meta/macro level of changing the game, but more smaller personal experiences and "that would be cool" kind of thing.
But at least from my point of view as a player, whose been here since t2 was the cap and ostland was the only zone even finished there. The balance changes with the exception of blackguard, and melee SW/SH have really not changed the meta at all in organized group play.
Ranged DPS cropped up in 3-2-1 groups for a while in 6v6 during t3 days, but once mdps got into higher gear sets that basically killed rdps forever in 6 mans, which is well documented in the 6v6 tourneys you can go back and watch. IB has forever been a total shitty meme since t2, and now a double slap in the face when looking at it in city. Yet classes like WL, which are already meta in literally every arena of play in this game from solo to city get what seems like constant attention.
Changing meta games keeps things fresh, feels like the same classes have been in virtually the same place for years now and its gotten stale. I dont see how any of the balance changes in this patch or any of the ones i've read before really try to achieve any kind of shifts in what groups want to run, in 6 mans, 24 mans, city etc...
Patch notes also seem to focus a lot on class balance, and fixing random quests when RvR is probably in the worst state it has ever been. Even if classes were perfectly balanced, fresh and fun to play... scenarios have REALLY died down, 6v6 is dead, city has no matchmaking and is 90% of the time absolute one sided beatdowns. Forts still are the worst content ever due to defender bias and reward structure being horrible yet you need to do that grind on every character because of ToK unlocks. People just letting keeps get attacked then running in with the 200 people where where afk playing Chinese mobile games to come collect their free keep D bags.
I just dont think the game is fun right now, and I took quite a long break and burned out in 3 days of playing again. I really think lack of a roadmap to give the players some sense of hope in the future or acknowledgement by the staff of core problems and their intentions to fix them, or their vision of what they want for the game makes it hard to get hyped for whats down the line or have hope to hold out and wait for those changes.
