Maybe make ch22 set buyable for war tokens? Since considering how hard it is to find a wb for it, most who want it won't get it.

Or add a new invader-lvl set for a war tokens. Maybe make it concentrate in a different area then existing invader/ranked sets to make it desirable, for example toughness- plenty of classes don't have any good high toughness set options.
