any news concerning pahse 3 dps balance patch promised last year?

You have to wait.
Now we are in the healer classes balance phase, but as you can see in the meantime new things are coming.
Dps balance is planned at the end from what I remember.

The only priority should be getting those class balance patches out. Suspend holidays, dyes, PvE content, etc. until that is done.

Different devs work on different things. Different content is not mutually exclusive.

The Har Ganeth and Harvest cloaks previews seem to be missing from the preview link. Nobody seems to care when I asl the question in discord or in game. Would it be possible to show how they look, please?

Overall ok

A further improvement would be to add slack on ranged non cc casts that has long cast times / channel

Reasons
-More prone to setbacks
-Can be interrupted
-Stationary is vastly inferior to mobile instas
-Delayed application that sometimes even come with travel time
-Long casts = more time to move out of range = higher failure rates imho noticeable and unnecessary
