Stuck as chicken in PvE, not flagged

I've been trying to farm mobs in Norsca to level up my salvaging as a rank 17, but no matter where I go in Tier 1 zones I get chickened. I'm not RvR flagged and I'm not going into RvR areas. I've tried flagging and unflagging, relogging, flying between zones, getting killed, but nothing works. I assume this is a bug, because I've seen rank 40 people before in Norsca and they were playing just fine. Some help would be appreciated.
