Return of Reckoning

Hello.
Is the quest "Cleansing an Empire" bugged? I mean the step next to the last one.

For some reason the locations for all the quest objects were changed big time when the skaven stuff was removed, the quest still gives the impression that they are found in the town, but in the comments here are coords for two of the locations which are far off and not shown by the text or tracker. The last item, guilty cage, has still not been found, I've been looking too, in the destro side even and haven't seen it anywhere. So it seems this quest is indeed not possible to complete atm.
