Zigzag buggy mobs

Hello. I haven't played this game probably since 2009 or so.

There is one issue that still persists that hinders my experience. When attacking and aggroing a mob, they run awkwardly toward the player character. Often running sideways, and then stepping over the player. Sometimes even taking a few steps back and then forward again. It looks like a network or latency issue. There is also a small spell cast delay.

This is all happening to me while questing the first few levels in Tier 1. The stickied thread for lag appears to be solutions for players having latency issues while in huge battles. This is not the case for me.

Do other people experience this? Is there a fix?
