60-second cooldown for turning in supplies?

As of today's patch there seems to be a 60-second cooldown between different people turning in supplies at a flag. Is this intentional? I see nothing in the patch notes about it.

OK, so this was fixed in the restart, but apparently now rams and cannons despawn immediately upon summon.
