At the moment, I have been convinced by the side saying that it was damage then debuff, as every single other effect in the game works. I haven't fully made my decision, but all the actual evidence is in the two videos Annaise linked and I find his analysis conclusive.

Well, I'm fine either way, maybe a bit excited to see Devastate work debuff first but its ok.

P.S. I can look up the characters on your account and and see that you're Zernichter of the Destruction Guild Gothic Society and that you play exclusively Destruction.
Pounce was

- A direct jump forward and aoe damage which was the super ultimate escape tool and tor anroc bauble stealing ability

then

- A targeted AOE which did mediocre damage but pretty much operated as the pounce we currently have. 50 AP cost if I recall correctly.

and finally

- what we have now

It has, as you and everyone else without fantasies has stipulated, never had a 5 second cooldown.

This probably goes under a different section however, I would like to propose re-buffing Staggers back up to 5 seconds as 3 is hardly noticeable.

Considering Staggers are broken by taking damage, and the GCD, by the time you stagger, you get MAYBE 2 full seconds of "CC" if not attacked. Really makes these sub-par when compared to prones... Seems that (correct me if I am wrong) on Live, prone/knock downs were about half the duration of staggers? So maybe making them 5 seconds would provide ample "CC" if you dont attack them, to warrant some using a Stagger > a prone?
