Surging Power and changelist blessing

According to .ab changelist Surging Power is now 7 points up havoc tree and Changers Blessing is now core at r39, but career trainer in IC has Changers Blessing at 7 points un havoc tree.
(I must be missing something)

sometimes someone does an update that I miss and then ab changelist does not get updates, will fix this for next patch.

Oh OK, thank you. Could I ask about yet another feature? .ab changelist says surging power will now affect flickering red fire too, is that accurate in the current state of the game or .ab changelist isn't updated in this case?
