What are BIS items for chosen tank ?

Is Ruin armor bonus worth the 5% block & 1khp conq bonuses ?

The raw armor advantage on all set pieces is almost as high as ruin set bonus. When you can wear full conq, wear it as defensive tank.
Dying is no option.
